A planning panel and the City of Houston are exploring ways to expand the city limits and make zoning changes to spark growth.

Ideas being considered:

• Annexing property owned by James Tweed south of West Highway 17, west of the Houston Industrial Park. Tweed said he might be agreeable if the 92-acre tract can be brought into the city under agricultural zoning.

• Rezoning property along some portions of Highway 17 to spur development if the tracts are ever sold. That includes the south side of the highway to Highway 17 Terrace and the north side of the roadway from U.S. 63 to Bryan Street.

The city council is expected to hold a public hearing on the matter.
