Emergency personnel from several agencies are just west of the Houston city limits on Highway 17.
A truck pulling a trailer carrying fencing material went of control, authorities said.
Members of the Texas County Rescue Squad, Missouri State Highway Patrol, Houston Police Department, Missouri Department of Conservation and Texas County Memorial Hospital EMS are on the scene.
One lane of the highway is blocked.
