Following a Feb. 24 traffic stop on Lilly Avenue, Tracy L. Neal, 39, of Houston, was issued citations by the Houston Police Department for improper vehicle registration and failure to exhibit an insurance identification card.
An officer made the stop after observing expired tags on the maroon Dodge Caravan Neal was driving.
