A Houston woman has been appointed to the Texas County Habilitation Services board to fill a vacancy. Dawn Spencer replaces Bill Yoder, who died. The board oversees tax funds and the operation of Opportunity Sheltered Industries, which is the county sheltered workshop. County residents pay a small property tax to support the operation.
